A new Shared Service Facility (SSF) designed to improve the packaging and promotion of locally made products was officially launched by the Department of Trade and Industry (DTI) Ilocos Norte on June 18, 2026, in Cabangaran, Paoay, Ilocos Norte.

Established through a two-year usufruct agreement with the Partuat ti Kailokuan Marketing Cooperative, the facility gives local micro, small, and medium enterprises (MSMEs) access to modern equipment that can improve product presentation, branding, and marketing. The initiative is part of DTI’s continuing effort to strengthen the competitiveness of local enterprises by making business support infrastructure more accessible.

The facility represents a total investment of ₱565,000 and includes a 55-inch floor-standing digital signage, bench top strapping machine, large-format eco-solvent printer, cutting plotter, and a two-door upright showcase freezer. These shared resources allow cooperative members and participating MSMEs to produce more professional packaging materials, promotional displays, and product labels without having to purchase expensive equipment individually.

For many MSMEs, improving packaging is not simply about appearance. Better packaging influences consumer trust, helps products comply with retail requirements, protects product quality, and creates stronger brand recognition. These factors often determine whether a locally produced item remains in neighborhood markets or gains access to supermarkets, tourism outlets, institutional buyers, and online marketplaces.

The project also demonstrates how shared infrastructure can lower the cost of innovation for small businesses. Instead of expecting every entrepreneur to invest hundreds of thousands of pesos in specialized equipment, the Shared Service Facility enables multiple enterprises to access the same resources through a cooperative model. This allows businesses to focus more of their capital on product development, operations, and market expansion.

What This Means

Northern Luzon has no shortage of quality local products. The bigger challenge is helping those products compete on store shelves and digital marketplaces where packaging often shapes a customer’s first impression. Facilities like this address one of the most practical barriers faced by MSMEs: access to equipment that transforms good products into market-ready brands.

As more provinces invest in shared production and branding facilities, opportunities grow for local entrepreneurs to sell beyond their municipalities and participate more actively in regional and national value chains. Success will ultimately depend not only on providing equipment, but also on ensuring MSMEs receive continuous support in product development, branding, digital marketing, and market access.

Rather than viewing packaging as the final step of production, entrepreneurs should see it as part of product innovation. A stronger product story, paired with professional presentation, can become a competitive advantage for Northern Luzon’s growing MSME sector.

The launch of this Shared Service Facility reflects how strategic investments in common infrastructure can strengthen local industries while encouraging collaboration among cooperatives, government agencies, and entrepreneurs.

This article is based on information released by DTI Ilocos Norte through its official Facebook page on June 18, 2026. We are grateful to DTI Ilocos Norte for sharing the original information about the launch of the Shared Service Facility for the Enhancement of Packaging and Promotion of Market-Ready Products of Ilocos Norte.

Market Context

Packaging has become a critical factor in MSME competitiveness as more consumers discover products through supermarkets, specialty retail, tourism destinations, and e-commerce platforms. According to DTI, Shared Service Facilities are designed to improve productivity and lower the cost of acquiring equipment that individual MSMEs may not be able to afford independently. For provinces like Ilocos Norte, where agriculture, food processing, and local crafts remain major economic drivers, investments in packaging and branding can increase product value, expand market access, and strengthen the region’s position in Northern Luzon’s growing consumer economy.
