DOST Ifugao is changing that for three of the province's local enterprises.

Through the Small Enterprise Technology Upgrading Program, three Ifugao businesses are set to receive targeted technology and equipment support designed to address the specific production constraints holding each of them back from their next level of growth.

The Three Enterprises and What They Are Getting

Each of the three beneficiaries presents a distinct profile and a distinct intervention need:

JAXS Hollowblock Manufacturing will receive support to acquire new and additional production equipment to increase output and sustain operations. Construction materials manufacturing is a foundational industry for any growing community, and a hollow block producer that can increase output reliably is one that can serve the ongoing infrastructure development needs of Ifugao and neighboring provinces more consistently.

Processed Food Manufacturing will access funding assistance to purchase new processing equipment, with the goals of increasing production capacity, improving product quality, and expanding market reach. The progression from local market to regional and national market access for food processors almost always runs through a single bottleneck: the equipment that determines how much can be produced, how consistently, and at what quality standard. New processing equipment removes that bottleneck directly.

Love Nature Farm Products Manufacturing produces cacao-based products including tablea, chocolate bars, dried cacao beans, chocoffee, and vinegar. The SETUP intervention for this enterprise focuses on boosting production capability through technology upgrades to meet growing market demand. Cacao is one of the most strategically significant agricultural commodities in the Cordillera highlands, and a producer with the right processing infrastructure is better positioned to supply the specialty and premium markets that Cordilleran cacao is increasingly attracting.

What SETUP Is and Why It Matters

The Small Enterprise Technology Upgrading Program is a nationwide DOST strategy that encourages MSMEs to upgrade their technologies, foster innovation, and strengthen the country's innovation system. For enterprises in geographically isolated provinces like Ifugao, the program fills a gap that private capital markets rarely address: the financing and technical support needed to move from manually intensive, capacity-constrained production to technology-enabled operations that can compete in broader markets.

DOST Ifugao Provincial Director Max Bernard Codamon framed the stakes simply and directly: the success of the beneficiaries' businesses also reflects the success of the program and the agency as a whole. That framing matters because it positions DOST not as a distant government office distributing grants but as an institutional partner with a shared stake in whether the enterprises it supports actually grow.

What This Signals for Ifugao's Enterprise Ecosystem

The three enterprises receiving SETUP support represent different sectors of Ifugao's local economy: construction materials, food processing, and cacao-based agri-enterprise. That sectoral diversity is not incidental. It reflects the breadth of DOST Ifugao's mandate and its recognition that technology upgrading is not a privilege reserved for enterprises that fit a particular innovation profile.

A hollow block manufacturer that can produce more reliably employs more people and enables more construction. A food processor with better equipment produces higher quality products that can reach more buyers. A cacao enterprise with upgraded production capability can meet growing demand for premium Cordilleran chocolate products in markets that are actively looking for traceable, highland-sourced cacao.

For the Ifugao ecosystem, each of these upgrades is a small but concrete step toward an enterprise base that is more productive, more competitive, and more capable of contributing to the province's long-term economic development.
