Isabela Moves to Establish International Institute for Creative Industries and Innovation
The Province of Isabela is taking a major step toward becoming Northern Luzon’s center for creative industries and innovation through the proposed establishment of the Creative Industries, Innovation and Sustainability Policy International Institute (CRIISPII). Isabela Sets Its Sights on Becoming Northern Luzon’s Creative Economy Hub
The creative economy is increasingly being recognized as a driver of innovation, investment, employment, and cultural development.
With this in mind, the Provincial Government of Isabela has unveiled plans to establish the Creative Industries, Innovation and Sustainability Policy International Institute (CRIISPII), positioning the province as Northern Luzon’s leading hub for creative industries and innovation.
The proposal was introduced during a stakeholders’ orientation held on July 21 at the Capitol Amphitheater in the City of Ilagan, bringing together representatives from national government agencies, local governments, academic institutions, development organizations, and the private sector to strengthen collaboration around the province’s long-term vision.
The proposed institute aligns with the Philippine Development Plan for Culture and the Arts (PDPCA) 2024–2029 and supports the national government’s efforts to expand the country’s creative economy.
A Collaborative Platform for Creativity, Research, and Innovation
The proposed CRIISPII will be established through a partnership among the Provincial Government of Isabela, Isabela State University, and various public and private sector partners.
During the orientation, Local Climate Change Adaptation and Development (LCCAD) Executive Director Nong C. Rangasa explained that the initiative is anchored on Republic Act No. 11904, or the Philippine Creative Industries Development Act, which recognizes creative industries as important contributors to inclusive growth, employment, innovation, and cultural preservation.
The institute aims to strengthen several areas critical to developing the creative economy, including:

The summit is expected to convene policymakers, investors, academic institutions, industry leaders, development organizations, and creative professionals to discuss topics including innovation, sustainable tourism, climate resilience, and nature-based development.
The event aims to strengthen collaboration across sectors while promoting the Philippines’ growing creative economy.
Governor Rodito T. Albano III emphasized that the proposed institute reflects the provincial government’s commitment to using creativity, innovation, culture, and sustainability as engines for investment, employment, and long-term economic development.
