Innovation Begins by Solving Real Community Problems
The most impactful innovations are often inspired by challenges that communities face every day.
Recognizing this, the City Planning, Development and Sustainability Office (CPDSO), through the SIGLAT – Baguio Youth Innovation Hub, has launched the Creative Inquiry Challenge 2026, an innovation competition that encourages young innovators to develop solutions addressing Baguio City’s evolving urban needs.
Organized in partnership with Incubator Baguio and Sentinel Plastic Manufacturing Corporation, the competition provides a platform where students, researchers, startups, entrepreneurs, and changemakers can transform ideas into practical innovations with real community impact.

From Ideas to Real-World Solutions
Unlike traditional innovation competitions that focus solely on pitching ideas, the Creative Inquiry Challenge emphasizes solving actual problems identified within the city.
Participants are invited to develop innovative and commercially viable solutions across several challenge areas, including:
Better Public Services
Environmental Sustainability
Economic Prosperity
Digital and Smart Communities
Teams may also propose solutions to community challenges identified in collaboration with local stakeholders, encouraging innovators to work directly with the people and organizations most affected by these issues.
The competition particularly encourages projects that promote circular economy practices and address sustainability concerns such as plastic pollution, waste management, food waste, textile waste, electronic waste, agriculture, biomass utilization, and energy efficiency.

Government, Industry, and Youth Working Together
A defining feature of the Creative Inquiry Challenge is its collaborative approach.
Rather than operating solely as a student competition, the initiative brings together government, industry, academia, and communities through a Quadruple Helix innovation model.
The City Government of Baguio provides the policy and community context, Incubator Baguio and SIGLAT offer innovation support, while Sentinel Plastic Manufacturing Corporation serves as both the challenge proponent and sponsor of the competition’s prize fund.
This model enables participants to work on challenges grounded in real industry and community needs while exposing them to potential pathways for implementation beyond the competition.

Up to ₱100,000 in Funding for Winning Solutions
To encourage high-impact innovations, Sentinel Plastic Manufacturing Corporation is providing cash prizes for the winning teams:
Champion – ₱100,000
1st Runner-Up – ₱50,000
2nd Runner-Up – ₱30,000
3rd Runner-Up – ₱20,000
Beyond the prizes, participants gain valuable experience applying design thinking, research, and entrepreneurship to real-world challenges while engaging with stakeholders from multiple sectors.
What This Means for Northern Luzon’s Innovation Ecosystem
The Creative Inquiry Challenge reflects a growing shift in how innovation is being cultivated across Northern Luzon.
Rather than waiting for ideas to emerge independently, ecosystem builders are creating structured opportunities where government agencies, private companies, educational institutions, and communities collectively define problems and support innovators in developing solutions.
This approach strengthens the region’s innovation pipeline by giving students and early-stage founders access to real challenges, industry mentors, and opportunities to validate their ideas.
For Baguio City, initiatives like the Creative Inquiry Challenge also reinforce its ambition to become a leading hub for urban innovation and sustainability. By focusing on commercially viable solutions alongside public impact, the program helps bridge the gap between academic research, entrepreneurship, and local governance.
If successful, the challenge could inspire more open innovation initiatives across Northern Luzon, where local governments collaborate with startups, researchers, and businesses to solve pressing regional issues.
Innovation competitions are most valuable when they create more than winning ideas—they create lasting partnerships, develop entrepreneurial talent, and produce solutions that communities can adopt. Through the Creative Inquiry Challenge 2026, Baguio City is demonstrating how open innovation can become a practical tool for building a smarter, more sustainable, and more resilient future.

Market Context
Open innovation challenges have become an increasingly common strategy for governments and corporations seeking to address complex urban and sustainability challenges. Rather than relying solely on internal research and development, these programs invite startups, students, researchers, and entrepreneurs to co-create solutions with public and private sector partners. Globally, challenge-driven innovation has accelerated the development of technologies in areas such as smart cities, circular economy, climate resilience, and digital public services. For Northern Luzon, initiatives like the Creative Inquiry Challenge demonstrate how collaborative innovation can strengthen local ecosystems by connecting talent, industry, academia, and government around shared community challenges while creating pathways for solution validation, commercialization, and long-term impact.
